THREE HARES UPDATE - ACV REJECTED
In disappointing news, the Council has rejected the PC's attempt to renew the pub's status as an Asset of Community Value (ACV). ACV status gives the community a collective 'right to bid' on the leasehold or freehold, should either be made available.
The pub was made an ACV in 2020 but only the leasehold has subsequently been made available, the terms of which were deemed unacceptable to the community. Hence, any community bid would only be triggered if the freehold was put up for sale. However, despite the community's position on this being made explicitly clear throughout the recent planning issue, the decision-makers have taken this as a 'lack of interest' from the community. They also appear to give undue weight to the owners' claims, several of which have either been refuted or rejected by both the Council's own Planning Department and the Planning Inspectorate.
Unfortunately, ACV legislation means that the decision cannot be appealed, which makes the assessment all the more frustrating. Since the pub must remain a pub, the stalemate remains.

Parish Council Meeting - 8 July
The last Parish Council meeting will took place at the Village Hall on Tuesday 8 July with District Councillor Andrew Lee and Rural Housing officer Janine Ledger in attendance.
A healthy turnout from the community saw points and questions being put to Cllr Lee, particularly in regard to the policy changes affecting local school bus services. The situation is on-going and Cllr Lee has promised to provide regular updates.
Minutes of the meeting will be available shortly.
PARISH COUNCIL UPDATES
Join the PC!
With two members of the Parish Council recently stepping down, we are now seeking new representatives to ensure that the best interests of our community continue to be served. We liaise with the County Council and other local services on matters ranging from planning and traffic to the upkeep of the playing field and the staging of community events. While much of this work is behind-the-scenes, it is absolutely crucial for the well-being and integrity of our village and the surrounding area. Essentially, our aim is to keep Bilbrough beautiful!
If you are interested in joining the PC, please email us at clerkbilbroughcouncil@gmail.com or simply come along to any PC meeting.
